Abstract

The subject and purpose of the work. The article presents research materials on human capital management mechanisms in terms of ensuring its accumulation. The purpose of the article is to identify areas for improving the mechanisms of accumulation of human capital of universities in the conditions of digital economy.
Materials and methods. To achieve the objectives of the study, the feasibility of evaluating the effectiveness of mechanisms for upgrading the activities of flagship universities of the first wave – the most dynamically developing group of regional universities – was substantiated using data from the National University Rankings generated by the Interfax International Information Group. In addition, an assessment was made of the effectiveness of the mechanisms for developing the personnel potential of these universities on the basis of data from the monitoring of the effectiveness of universities, carried out by the Ministry of Science and Higher Education of the Russian Federation.
Results and conclusion. According to the results of the study, the lack of efficiency of mechanisms for the accumulation of human capital in most flagship universities of the first wave has been established. Modernization of the core activities did not ensure the promotion of universities in the National University Rankings in most positions. At the same time, the majority of indicators of the development of the human resources capacity of the first-wave flagship universities following the results of two years of implementation of their development programs show a positive trend. The authors substantiate the existence of significant potential for improving the mechanisms of accumulation of human capital of regional universities based on their digital transformation and the use of modern knowledge management.
